ABSTRACT

History teaches that the university campus is the focus for political and social challenges of various kinds. One reason for the predominance of the university campus in political protest is the tradition of openness and democracy which prevails in higher education. The politics of unrest on campus have to be considered at the master plan stage. The existence of crime on campus undermines confidence students have in the management of university life. The key to effective crime elimination is via a combination of design strategies and management policies. The management and policing of the buildings and spaces should complement the design based crime prevention measures. As a consequence crime is not adequately addressed, neither are the necessary correspondences between physical design and crime management put in place. There may be actual gateways as well, especially at road entrances, but the perception of territory is an essential starting point for crime prevention.
