ABSTRACT
Three levels of government, a roomy administration, ambitious educational and health care systems and travelling theatres are but some of the aspiring and costly objectives of the state. However, three and a half million citizens, mostly villagers with very limited cash incomes, do not exactly constitute an opulent source of revenue to support such government expenditure.
