ABSTRACT
Khizr attempted to establish a grassroots Zamindara League organisation during the eighteen months which elapsed from the collapse of his talks with Jinnah and the beginning of the 1946 provincial election campaign. These efforts however coincided with the mounting Pakistan campaign. The Unionists found themselves swimming against the incoming tide.
