ABSTRACT

In responding to the decentralization policy, regional and local tourism initiatives in the post-reform era are enormous. Tourism industry is over-optimistically viewed as a promising avenue to local development. Foreign exchange receipts, vaguely-envisaged revenue effects and ‘externalities’ are among the first-ranked motives. While the goals of tourism development are poorly-defined on the part of local governments, the objectives of individual participation are explicit: jobs and better income opportunities.
