One of the leitmotivs of the Chinese reform policy is a far-reaching philosophy of decentralization. 1 Decentralization turns out to be not only a ‘cleaver strategic move’ of reformers to advance the transition process, but a decisive explanatory factor to the macro performance of the Chinese economy in the post-reform era. 2
