ABSTRACT
At present, care of the mentally subnormal in the community is the responsibility of the local authority in which each person lives, while hospital care, whether as an out-patient or in-patient, is the responsibility of the National Health Service. In addition to these statutory provisions, community and residential care is provided by a number of voluntary organisations, and private homes and lodgings run for profit.
