ABSTRACT

In modern society economic advance is dependent upon the production and application of scientific knowledge. As the twentieth century has progressed the state has become increasingly involved in the financing and management of science as its importance to the economy has grown. As producers of knowledge the universities naturally form part of the state’s concern. However, they are not the only part nor, by any means, are they the dominant part. Today the universities sit within a network of industrial, charitable and public institutions which the state pays to produce scientific knowledge.
