ABSTRACT

In this chapter an estimate is made of the total amount of income which is neither assessed to income-tax nor recorded as wages, including the profits, interest and rent of small capitalists, and salaries below the assessment limit. In Chapter II. estimates are made of the number of employers and independent workers, and of the numbers assessed to income-tax. For the average earnings, and frequency distribution of earnings, of small independent workers, certain unpublished material is used.

For salaried workers, figures are estimated in Chapter II. for the numbers above and below the Health Insurance limit and the assessment limit for various years, and Bowley and Stamp have placed on record figures showing the frequency distribution of salaries below £150. By combination of these data the required information can be obtained.

For the income from property (houses, bonds, etc.) of persons whose total incomes are below the assessment limit, Bowley and Stamp’s figure is used.
