ABSTRACT
WE estimated in Chapter II that the total annual building rate for the region will have to be about 42,000 houses if all housing needs are to be met. But this housing provision will not be possible without the release of sufficient land; indeed it is difficult to assess the capacity of the building industry when it has been working under artificial conditions.
