ABSTRACT

Technological development is a process which involves an extensive use of scientific and technical capabilities in the several sectors of an economy. Education in Algeria has since independence been free to all nationals at all levels, and the great majority of educated Algerians abroad are beneficiaries of national grants and scholarships. Emigrants are generally unpopular in the eyes of governments because they constitute for the most part a population of refusniks. The uncritical attitude to technology transfer practices has been a major source of problems for developing countries which gave rise to the well-known appropriate technology debate. Nationals abroad and particularly those with scientific and technological skills may be well placed to identify and develop opportunities that would enhance the development of technological capability in Algeria. Nationally ambitious programmes were also adopted, elaborated and opportunities were created for a large number of post-graduate students to be trained both locally and abroad.
