ABSTRACT

The techniques of political warfare, which the Kuomintang (KMT) employed against its enemies in both China and America, were thus exported to the volatile republics of Latin America. Political Warfare measures were ongoing, with Wang Sheng, in his position as Commandant of Fu Hsing Kang, playing a key role by overseeing the training of the Political Officers themselves. It was immediately prior to his departure that Wang Sheng had been told by Chiang Ching-kuo that Chiang Kai-shek had decided he should move to General Political Warfare Department (GPWD). He played a central role, to cite but one prominent illustration, in bringing public television and educational programming to Taiwan through initiation of the China Television System (CTS) in a joint project of the Defense and Education Ministries. Thus it was that Wang Sheng was sent to Cambodia by Chiang Kai-shek to assess the situation, arriving on 4 July 1972.
