ABSTRACT

Wang Sheng who was vitally important to Taiwan and the Kuomintang (KMT) revolution, a man who had in many ways singlehandedly created a critical structure and ethos-Political Warfare which had given tensile strength to both the military and society. As such, it tapped some of the brightest minds in Taiwan to provide advice on virtually any policy question, advice framed from within the particular perspective of Political Warfare that is, strategic counterrevolution. And it was Wang Sheng who was seen to be in competition for position in the KMT hierarchy, as well as to be the shadowy figure behind the government's efforts to maintain control of internal security. Even Chiang Ching-kuo was not immune to Wang Sheng's constant drive for perfection. Chiang Ching-kuo, therefore, sought a coordinated response to the Chinese Communist Party (CCP's) political offensive. That political liberalization did eventually proceed, within the context of continued strong economic transformation and expansion, is true.
