Through his conversations with Reuven Shiloah, the Chairman of the PCC had been alerted to Israel's intention to short-circuit the Commission by lobbying in Washington. He advised Secretary Acheson that the State Department and the American Ambassador in Tel Aviv could 'be of great help now in encouraging Israel' to participate in the conference on the basis of the 'PCC program as submitted to [the] parties'.68 In response to Palmer's plea, Ambassador Davis met with Eytan at the IMFA and was reported to have informed him of the State Department's view, 'That Israel's present attitude was prejudicing the success of the negotiations .... Mr Davis had expressed the hope that Israel might be somewhat more diplomatic and take a less intransigent attitude.'69
