In the first two chapters, we have looked at Right to Manage principally from the point of view of how leaseholders may exercise the right. This is inevitable, because all the initial steps are up to the leaseholders. The landlord (and his agents, contractors and so forth) may not know that RTM is proposed until the claim notice has been served, although he may have had an inkling earlier, especially if information has been requested under section 82.
