ABSTRACT

This chapter presents the problems and approaches to site clearance and identifies the roles and activities in site clearance. It describes the way property awaiting clearance is managed and the special treatment of contaminated land. The chapter shows how government supports the clearance of dereliction and contamination. The owner will need to develop a management strategy which ensures that possession for redevelopment will be obtained in time for the handover to the contractor employed to carry out construction. Vacant buildings which are not to be retained for refurbishment may be demolished or put into mothball maintenance until demolition. The Planning and Compensation Act 1991 states that demolition requires planning permission, but there are many instances of permitted development under the Town and Country. Security and other contractors provide straight forward fencing, boarding-up and security services. In anticipation of or as part of the restoration, the mined or quarried land may be used for landfill under licence from the relevant authority.
