ABSTRACT

To further its aims of improving the home buying and selling process in England and Wales, set out in Part 5 of the Housing Act 2004, the Government decided that a new breed of professional in the form of the Licensed Home Inspector was needed. It had concluded that there were an insufficient number of others carrying out satisfactory inspections and reporting on dwellings to meet the demand likely to be created by its proposals. While the Government anticipated that many of those currently preparing reports on dwellings would become Home Inspectors, the field would be opened up to others not necessarily relying on academic qualifications but able to demonstrate a practical ability to do the work which would be involved.
