ABSTRACT

The principal objective of the new regulations in 2002 was to introduce the new 'duty to manage asbestos in non-domestic premises'. The building structure must be thoroughly examined and potential ACMs noted. It is required to gain access to all cavities and voids so far as is reasonably practicable, including ceiling voids, loft spaces, risers and floor ducts. Where it is agreed that it is not reasonably practicable to access and inspect any area, this must be unambiguously indicated in the survey report. This is a standard sampling identification and assessment survey and is the principal type expected by the HSE for compliance with regulation 4 of CAR 2006. Demolition contractors must therefore be alerted to the potential presence of asbestos in the structure and should be ready to hand-pick the debris and remove any ACMs discovered.
