There is no universally accep ted defi nition of regeneration. It is a term that tends to shift w ith the political agenda. The enterp rise zones and waterfro nt heritage revivals of the 1980s and 19905, have given way to the Office of the Deputy Prime Min is ter 's concept of social inclusion. The regeneration agenda has come to encompa ss jus t about every area of soci al and econom ic policy, health, employment and ed ucation. Mos t recentl y, the regeneration debate has focussed on the Department of Co mmunities and Local Government's concepts of sus taina bility and placema king - crea ting communities with a viable mix of commercial and residen tial uses, well served by infrastruct ure, m oving towards a low o r zero carbon economy and resilien t to climate change.
