ABSTRACT
A legal framework already exists to con trol CO2 emissions an d ad dress the impacts of climate cha nge. In Marc h 2006 the Secretary of State for Env ironment. Food and Rural Affairs pub lished Climate Change, The UK Programme 2006 (the UK Programm e). Presented to Parliament, to the Scottish Parliament and the Nor thern Ireland Assembly, and placed with the Welsh Assemb ly library, the UK Programme set out the steps conside red necessary to meet the govern men t's domestic target of reducing CO2 emissions by 20% be low 1990 levels by 2010, w ith a long term goal of red ucing em issions by 60% by 2050, w ith real progress towards that objective by 2020.
