ABSTRACT
Before any organization or institution can decide whether to invest time, effort and money in the production of self-instructional materials, it needs a proposal containing a description of the main features of the course, the parameters that are likely to influence its production as well as its characteristics. Without such a document, and associated discussion, you have no idea what is likely to be involved, what will be needed, what will be consumed and what the intended outcome will be.
