ABSTRACT

An increasing number of people are already making the personal investment into their own future. But this also has the effect of marginalizing those who, for whatever reason, do not have the vision, the motivation, the resources, or the means to protect themselves from the process of rapid and inevitable change. Learning cities will follow their own star, inserting their own culture and their own inspiration into the strategy they adopt. A pilot action project to develop and administer three of the key tools and techniques of Lifelong Learning – Personal Learning Plans, mentoring programmes and e-mail/Internet links. Communication is always the most important, and the most difficult, aspect of changing perceptions and creating new concepts like learning cities. Lifelong learning is both the incentive and the goal, and its tools and techniques are the methodology by which cities become learning cities.
