ABSTRACT

The fourth category of lifelong learning characteristics examines positive actions to be taken by nations and communities in order to develop learning cultures. Lifelong learning proactively encourages the development of the habit of learning in everyone in the community rather than re-actively responds to specific needs at specific times. A continuous information and promotion campaign presenting the benefits of learning to the nation, to organizations and to individuals is the responsibility of both national and local governments, which they may choose to pass on to other organizations. The UK Campaign for Learning exists to promote learning through a series of workshops and seminars designed to sensitize people to the value of learning. Countless reports have made the link between learning and national prosperity. The nature of the globalized market-place for goods and services has imposed new demands and practices on companies in the industrialized world.
