ABSTRACT

Within this book the notion of a paradigm shift in education and training is proposed. The shift is in the emphasis from teacher as focus or controller of learning processes and strategies to satisfying the needs of the learner. This is supported by considerations of structuring information to support meta-cognition in the process of meta-learning.

On a practical level the question becomes one of how do teachers and learners accommodate the learning possibilities of learning content from the Internet that may be suitable for eclectic learners and could satisfy the more structured approach to learning of the traditional course providers. One option to cover the spread of learner competencies and the need to offer course material in the current expectation of ‘surfing the net’ is the concept of scenarios.

As a support mechanism for the development of scenarios, the need to develop consortia is proposed as a means of optimizing options and minimizing costs.
