ABSTRACT
If the first academic revolution was the revolt of the professoriate against the entrenched power of a largely clerical nineteenth century college presidency (Jencks and Riesman 1968), the second is a less clear-cut struggle to overturn a system of elementary and secondary education that has its roots in the same era.
