ABSTRACT
Although the Bible warns us that "the poor ye shall have always with ye," Americans in the twentieth century find it hard to understand how poverty can exist in the midst of affluence. This chapter examines the policies that have been designed to address the problems of poverty. Such policies are often referred to as redistributive because it is assumed that their purpose is to take from the haves to give to the have-nots.
