ABSTRACT
The impact of compulsory attendance legislation on special education was direct. As Chapter 2 demonstrated, the words “compulsory school attendance” are misleading, for these laws had little to do with compelling attendance. Enacting these laws established the institutional boundary of a state system of public education, doing so by exempting physically and mentally exceptional children and authorizing schools to expel juvenile disorderly youth.
