ABSTRACT
Applied science, in general, requires three factors to succeed: (1) a political and ideological climate that nurtures, or at least allows, work with little or no constraint; (2) the resources to perform the work, whether the resources are raw materials, equipment, or people; and (3) a place where the work can be performed and the apparatus derived tested in a controlled, safe environment.
