ABSTRACT

RAINBOW Plans The RAINBOW war plans were developed in 1938-1939 by the U.S. Joint Planning Board. As the European situation rapidly changed in the 1930s, U.S. planners tried to bring strategic planning up to date. All RAINBOW plans assumed a coalition of Germany, Italy, and Japan as the potential enemy. These plans became the foundation for U.S. strategy during World War II. Eventually, there were five different variations of RAINBOW.
