ABSTRACT
All systems of education are based on certain implicit or explicit theories of individual differences in educability. Even when they proclaim that educational opportunities are made equal for all, there is an implied premise that individuals differ in their ability to take advantage of the opportunities. (They do not say that educational achievements are made equal for all).
