ABSTRACT

We hope that our review of the history and regulation of the electricity industry, the models of implementing competition, the regulation and technology of transmission networks, vertical integration, the stranded-cost controversy, and the range of potential environmental effects of restructuring will help bring some clarity and deliberation to a highly confusing and contentious debate. The issues that we address in this book cover the central issues raised by the movement to expand competition in the electricity industry. However, our portrayal cannot do full justice to the restructuring controversy without a brief mention of some other issues that also may come to play important roles as this drama develops in the years to come.
