ABSTRACT

There are several critical questions for the Chinese government and for international development agencies interested in training Chinese professionals and teachers who will work in China: Will more people return? How can one increase the return rate? Will more people return on their own initiative? Are there policies the Chinese government can initiate that will increase the return rate? What can donor agencies and the U.S. government do to ensure that more people trained overseas return? In this chapter we will address these and other related issues.
