ABSTRACT
Democracy begins with the consent of the governed. But unless citizens have the mechanisms they need to relay their desires and opinions to the government, the government cannot claim the support of the people. Without public support, which provides a guiding vision of the identity and interest of the community, the government can degenerate into raw power politics. The government can, in short, lose its legitimacy.
