a conference convened by the United Nations Fund for Population Activities, which was to take stock of the current population situation and attempt to reach a consensus about population policy for the future. Heated debate was raised about family planning, especially between those promoting such programs and the Vatican and certain Muslim nations. Many Third World countries showed a determination to reduce their birth rates and others stressed the importance of the empowerment of women in order to gain greater access to family planning. At the end, a consensus was reached, even if it was not possible for the nations to agree on population targets either for the world or for individual countries.
