ABSTRACT
The biological and economic effects of regulation prior to 1924 have been analyzed in considerable detail elsewhere. 1 Therefore it is necessary at this point only to review the history of regulation from its inception until 1924 to establish the position of the control agencies relative to the fishery and to summarize the effects of the White Act on the industry.
