ABSTRACT
Energy choices are not easy, and much controversy about them remains. Better information about the technical possibilities that exist and about the relative attractiveness and risks associated with alternative courses of action can narrow the areas of disagreement over what different policies would achieve. Earlier parts of this book have tried to summarize and highlight such information. Even with this information, however, the nation’s ability to make energy choices effectively and efficiently is limited by policy and institutional constraints.
