ABSTRACT
It remains for me to spell out the proposals for change in conservation regulation suggested by the foregoing analysis. Following a brief summary evaluation of existing regulation, I shall propose some changes that would represent improvements in their own right and, more importantly, would serve as steps toward the ideal in conservation regulation.
