ABSTRACT

To this point, we have been primarily concerned with the values or benefits of outdoor recreation. We now turn to costs, for costs as well as benefits must be considered in reaching reasonable planning decisions. This applies to outdoor recreation facilities as it does to any other product. And it applies regardless of the nature of the decision—whether it be judging the feasibility of a facility, the merits of alternative locations, or alternative types of facilities, or the timing of acquisition of different areas.
