PARKWAYS An important result of the depression and the distribution of money for relief work was the building of several parkways, mainly in the South. One or two of them were scenic. This movement began late in President Hoover's administration. Hoover had a camp on the Rapidan River, in the area being acquired for the Shenandoah National Park, and while there he conceived the idea of the Skyline Drive along the crest of the Blue Ridge, and in 1932 gave some relief money for the construction of the drive. 1
