ABSTRACT
The primary aim of central frequency management has been variously described as "maximizing the use of the spectrum," "minimizing interference in its use," or "maximizing the flow of information through a channel per unit of time." Efficient or optimal usage as narrowly defined has been said also to require that no service be accommodated which could in fact use a wire substitute. 1
