But, on the other hand, this is also a young field of inquiry; and for a young field some methodology may be helpful. Let me note briefly two distinctions that run through the papers, particularly those by Margolis and Netzer. One is the distinction between a normative and a positive theory; the other is that between positive theory and empirical analysis.
