ABSTRACT
Technology can turn potential resources within the earth into employed resources, but first the extent and quality of the potential resources must be appraised. In the case of water, movement and change over time also must be evaluated. For surface-water supplies these attributes are fairly readily ascertained. The situation is not as favorable for water existing under the land surface.
