ABSTRACT

The foregoing sections describing the nature of technical events influencing water development have provided a simplified framework for the process of matching water demand and supply. Technical change has been presented in some detail as a force influencing both water supply and water demand. Other forces influencing the nature of water demand also have been illustrated briefly (chapter 3), in particular the dynamic aspects of the country's population, and political factors. The institutional framework within which supply is matched with demand, however, is far from being simple, and has been referred to only incidentally.
