while A Language for Life (the Bullock Report, DES 1975) proved to be a particularly influential official expression of concern about children’s oral work in schools, it was not the first. The Norwood Report (HMSO 1943) stated that no school was doing its duty by the community if it did not do everything in its power to help its pupils to use speech that could be understood in any part of the country.
