ABSTRACT
For a state to be counted as a stable democracy, free and fair elections between independent political parties must be the established means of deciding who holds executive power, and the handover of power from one party to another as a result of elections must be peaceful. It often takes several elections and many years before democracy is properly established. Until then it is vulnerable to corruption, incompetence, nepotism and the temptations of authoritarian rule.
