ABSTRACT

The worse the human rights situation, the less possible it is to report all or even most abuses. Awareness of the issue is high, but extreme abuses of human rights continue. Although the International Criminal Court is now well established, many perpetrators of human rights abuses clearly count on impunity, and are only slowly being disabused of that notion. Extra-judicial execution is aimed against political opponents, prisoners of war and people regarded as socially undesirable.
