ABSTRACT

A key feature of the whole sustainable development debate - and the central theme of this volume of essays - is the espoused commitment to community involvement in the development process. Agenda 21 is predicated on a community-based approach to local action which safeguards the natural and built environment. This is reflected in other national and international initiatives. The Healthy Cities initiative emphasises communitybased programmes supporting personal and public wellbeing through local education and life styles change. Safer Cities policy relies on local actions which enhance community safety and protection. Local economic development practice increasingly recognises the importance of supporting local business and of creating long term jobs for local people. Housing policy has increasingly acknowledged the role of local management and devolved ownership and control.
