ABSTRACT

The Seventh Meeting of the Conference of the Parties to CITES occurred in Lausanne, Switzerland in October 1989. At that time the parties voted by 76–15 in favour of the so-called “Somalia Amendment” to list the African elephant on Appendix I. This proposal moved all populations of the species to Appendix I, with the proviso that any range state could apply to a panel of experts for the selective downlisting (to Appendix II) of its elephant population.
