ABSTRACT
What marked electricity privatization out from previous uthty privatizations was that the Government attempted to engineer competition rather than simply waiting for it to emerge by some natural process. They did h s by restructuring the industry and by imposing competitive mechanisms. This chapter examines how successful these measures have been so far in encouraging competition.
