ABSTRACT
Regulatory issues, both economic and environmental, have a history as long as that of the whole electricity supply industry. Both have tended to take new and distinctive forms since the late 1980s. In the case of economic regulation, t h s has been a direct consequence of the privatization of the industry, whereas changes in environmental regulation have had different roots.
