ABSTRACT

At the beginning of the 1990s, the nuclear industry was in a state of uncertainty: while some of its operations were being closed or curtailed, others were planning to expand. Changes in both directions have implications for the transport of radioactive materials. On the military front, one change has already affected the industry; namely, the decision to reduce the size of the nuclear submarine fleet which in turn will reduce demand for nuclear fuel – hence the subsequent announcement of the closure of BNFL’s military enrichment plant at Capenhurst.
